Legislation enacted in 2010 and 2012 (E2SSB and ESSB 5895) directed development of revised evaluation systems specifically for teachers and principals, including eight new evaluation criteria for teachers, eight criteria for principal, and a four-level rating system that uses continuum of performance based on the extent the criteria have been met.
Teacher Evaluation
During the 2011-2012 school year, Pasco School District and the Pasco Association of Educators launched a task force of 24 administrators and teachers. This taskforce spent the year reviewing and analyzing the three instructional frameworks provided by the state and unanimously recommended Charlotte Danielson's Framework for Teaching.
Principal Evaluation
The taskforce also reviewed and analyzed the two options for leadership frameworks provided by the state which included developing our own leadership framework or the Association of Washington School Principals (AWSP) Leadership Framework. In May of 2012, the taskforce recommended AWSP's Leadership Framework. Shortly after the taskforce concluded its work, the state added Marzano's Framework of Leadership to the list of options. The taskforce will reconvene during the 2012-2013 school year to re-evaluate the initial recommendation given the additional option.
