Special Education Parent Updates

Dear Parents of student with disabilities, 

I want to take a few minutes of your time to review 7 important topics from events of the summer and what you can expect as we re-open schools this  fall:

1) On July 14^th and 15^th, 3 special education  and related service public focus groups meetings were held via an online zoom meeting  that  included parents, staff, community members reviewing plans  Pre School , Special education full day program classrooms, and  small group resource room or inclusion based services.

2) On July 28^th, a 2 hour public study session was presented to the school board to review the educational  range of  programs, including special education services if we are in a remote/at home service delivery model, a rotational part time at home on site learning, or back to a full on  site face to face delivery model. Of course safety and health of all staff and students is our top priority and will relay  on the health department recommendation and approvals.

3) As outlined in the reopening plan provided to the school board, students with special education services had some additional supports outlined.  If the district starts in a fully at home learning model,  the district committed to developing a plan to bring in students that are in our most intensive full day special education programs for  onsite services first.   We are currently working with the school district teams, the department of health, and then with IEP teams to collect guidance on how  we can serve groups of 5 at a time safety, and how many students on site would be allowed per the health department.   Related services such as speech and OT/PT could be provide on site or through a tele-therapy mode if appropriate.

4) In a blended home and school schedule, the reopening plan identified the commitment to bring  students from our full day programs  onsite for all 4 days schedule vs the 2 day schedules.  Then adding more students based on IEP team recommendations.

5) The school learning schedules published  when teachers would be delivering class content, or at the secondary by periods.  If your student’s IEP states that Reading/Language Arts is to be provide in a special education classroom, then that is who  would be providing those services during the at home or on site school schedule.  If your child receives instruction for Reading/LA in the general education setting, and small group intervention with a special education teacher,  that schedule will  still continue as small group/intervention time  is listed.  All related services will continue to be provided either onsite or through the tele-therapy model.

6) Over the next few weeks, details on  schedules, at home learning for all, and approved onsite scheduling are being developed.  We will special education IEP teams can be reaching out to you for further information and parent input.

7) Upon return, all IEP teams will begin the process of assessing your child on their present levels for all IEP goals. This data will  be reviewed  by the IEP team (including parents)  to identify what progress looks like compared to last spring, and to review plans as needed to be sure student will be making progress this fall. 

We know many students experienced struggles and challenges last Spring during the emergency closure. The return to school in a remote learning experience will be significantly improved and filled with daily appropriate instruction. As mentioned above, a plan is  being developed to bring student groups of 5 onto campus as the soon in the fall.  We will continue to share updates as we  make progress on this topic.

Quiero tomar unos minutos de su tiempo para repasar 7 temas importantes de los eventos del verano y lo que usted puede esperar a medida que reabrimos las escuelas este otoño:

1) El 14 y 15 de julio, se llevaron a cabo 3 reuniones de grupos focales públicos de educación especial y servicios relacionados a través de una reunión en zoom en línea que incluyó a padres, personal, miembros de la comunidad que revisaron planes Preescolares, aulas de programas de día completo de Educación Especial y salón de recursos para grupos pequeños o servicios basados en la inclusión.

2) El 28 de julio, se presentó una sesión de estudio público de 2 horas a la junta escolar para revisar la gama de programas educativos, incluyendo los servicios de educación especial si estamos en un modelo de impartir los servicios a distancia/en el hogar, un aprendizaje a tiempo parcial rotativo en el hogar en el plantel, o de regreso a un modelo de impartir servicios presenciales completos en el plantel. Por supuesto, la seguridad y la salud de todo el personal y los estudiantes es nuestra máxima prioridad y dependerá de las recomendaciones y aprobaciones del departamento de salud.

3) Como se describe en el plan de reapertura proporcionado a la junta escolar, los estudiantes en servicios de educación especial tuvieron algunos apoyos adicionales delineados. Si el distrito comienza con un modelo de aprendizaje totalmente en el hogar, el distrito se comprometió a desarrollar un plan para traer primero a la escuela los estudiantes que están en nuestros programas de educación especial de día completo más intensivos para recibir servicios en el plantel. Los servicios relacionados, como el habla y OT/PT, se pueden proporcionar en el plantel o mediante un modo de teleterapia si es apropiado.

4) En un horario combinado en el hogar y la escuela, el plan de reapertura identificó el compromiso de traer estudiantes de nuestros programas de día completo al plantel para el horario de 4 días frente a los horarios de 2 días. Luego, agregar más estudiantes según las recomendaciones del equipo del IEP.

5) Los horarios de aprendizaje en la escuela publicados cuando los maestros estarían impartiendo el contenido de la clase o en la educación secundaria por períodos. Si el IEP de su estudiante establece que la Lectura / Artes del Lenguaje se proporcionarán en un salón de clases de educación especial, entonces esa es quien proporcionaría esos servicios durante el horario escolar en el hogar o en el plantel. Si su hijo recibe instrucción en Lectura / LA en el entorno de educación regular e intervención en grupos pequeños con un maestro de educación especial, ese horario continuará según como se indique el tiempo de intervención / grupo pequeño. Special Education Parent Update.

Special education teachers continue to reach out weekly to connect with families on their child’s IEP services.  In addition, related services such as Speech Language Pathologists, Occupational and Physical Therapists, Teachers of the Deaf, and Teachers of the Visually Impaired are all providing learning supports.

Since our last email,  OSPI made an announcement that all schools will remained closed through the end of the year. That does not mean learning will stop. Learning will continue, and so will the delivery of special education and general education services.  Your teachers and IEP teams are reaching out to all families, even if your child’s IEP is not due during this time. IEP teams along with the families,  will have conversations  on how to provide continuous  learning and support currently outlined in your child’s IEP.   These conversations will result in a clear communication on services for the remainder of the year.  Please know these plans, with your input, can be adjusted as needed if the current learning plan is not meeting the needs.

IEP annual meetings, Re-evaluations, and referrals to special education or 504  services will also continue.

The Pasco School District Special Services Department is committed to providing special education and related services during the school closure due to COVID 19.  Our teachers look forward to the conversations with you on developing these plans.

Actualización para Padres sobre el Programa de Educación Especial.

Los maestros de educación especial continúan comunicándose semanalmente para conectarse con las familias sobre los servicios de IEP de sus hijos. Además, los servicios relacionados, como los Patólogos del Habla y Lenguaje, Terapeutas Ocupacionales y Físicos, Maestros de Sordos y Maestros de Discapacitados Visuales, todos ellos están proporcionando apoyo para el aprendizaje.

Parents and Families of students with IEPs:  

PSD special services staff will be reaching out to all families with  to IEP meetings to schedule IEPs due during this time.  Staff will  use distance technology such Skype, Zoom, other online platform, or via telephone if agreed upon by parents and staff. 

Similarly, students with 3 year re-evaluations due,  will be completed if they do not require face to face assessments or observations and parents give consent to proceed.  Evaluations of a student with a disability requiring face-to-face assessment or observation will need to be delayed until school reopens.  

Each family should be expecting weekly contact from their teachers, special education teachers, and special services providers such as Speech Language Pathologists, Occupational and Physical Therapists.   Staff will connect students to educational resources on our district website, packets available for pickup at school sites, and special services resources web page. In addition, weekly support and resources for self directed and/or adult directed resources for reinforcement of learning. 

All parents are  encouraged to contact the special services department at PSDSpecialServices@psd1.org with any questions. Bilingual translation is available.  Schools do currently have secretarial staff answering phone calls from the public during regular business hours.  The Special Services Department will also check voicemail daily at 509-543-6703.  

We are here to assist families with any questions, please be sure to reach out with any needs you may have, and we will work to connect you with the resources or staff you need.

Padres y Familias de Estudiantes con IEPs: 

El personal de Servicios Especiales del Distrito Escolar de Pasco se pondrá en contacto con todas las familias para programar las reuniones de los IEPs que se vencen durante este tiempo.  El personal utilizará la tecnología a distancia como Skype, Zoom, u otra plataforma en línea, o por teléfono si así lo acuerdan los padres y el personal.

Thank you for understanding and patience during this unprecedented time in our schools. Please know, all of us from the classroom to the district office, are working to help provide and prepare supports and resources for your children during the school closure.  The district will be providing updates as often as possible to keep you all informed. We care deeply about you, your families, and your children’s wellbeing. 

Please be sure to access our website for parent educational materials and activities for students with disabilities.  Over this past week, we have added many new resources for families and children with one or more of the following:  autism and related disorders, visual impairments, deaf and/or hard of hearing, speech and language disorders.   These resources can be located at: www.psd1.org/Page/11157

Devices for Elementary School Families

Families with students on IEPs, please be sure  to take advantage of this opportunity.

To support access to online learning resources, Pasco School District is making a laptop available for checkout to elementary families that don’t currently have one. If you have a student in 3rd-6th grades and don’t currently have a personal or district issued computer in your household, you may checkout a device to use for instructional purposes during the school closure. Students are encouraged to access the educational resources listed on the District website.

Checkout of devices will occur Tuesday, March 24 through Friday, March 27 from 8:00 a.m.-4:00 p.m. at Edgar Brown Stadium in Pasco (18th Street and Sylvester). A parent or guardian must be present to sign for the device. One device will be issued per family. The device will be returned once school is back in session.

March 19, 2020:

The District has received many questions regarding implications for students with disabilities including compliance in relation to Individualized Education Plans (IEPs) and evaluations during the closure. During the school closure, all IEP, evaluation and other special education and 504 timeline and compliance meetings and activities are suspended. The District is communicating with the Office of Special Education at OSPI regarding these requirements. We expect to have further guidance available to staff and families soon regarding next steps and planning for students’ return to school.  

We know it is important for families of students with disabilities to have proactive and ongoing communication with the district to ensure that questions and concerns can be shared and addressed. We have set up an email address for parents to submit questions: psdspecialservices@psd1.org. Special Education department administrators will receive and respond to those emails.
