Grants
General guidelines for individuals seeking grants or gifts are listed below.
A. All grant applications shall be processed through the Resource Development Committee prior to being submitted to funding agencies. Grants with a value of $5,000 or less require the approval of the Resource Development Committee, the associate superintendent for instruction and the assistant superintendent for business and operations prior to submission to the funding agency. If a grant is valued at more than $5,000 or if the grant requires a district match or a long-range commitment from the district, the Grant Application Authorization form must be submitted to the Resource Development Committee for processing. A presentation to the Resource Development Committee may be required as well.
B. Monies received as grants or gifts to the district become the property of the district.
C. Grants or gifts must be primarily for the purpose of offsetting existing district expenditures or for enhancing existing programs, rather than for the purpose of adding staff positions. The district will seek to avoid grant programs that provide initial funding for staff positions or other ongoing expenses and ultimately obligate the district to maintain the expenditure.
D. The district will seek to avoid soliciting grants simply for the purpose of obtaining new funds unless the program and/or activities are consistent with pre-established areas of focus.
E. Potential grant applications will be reviewed by he Resource Development Committee for residual costs beyond the parameters of the funding provided (i.e., cost of preparing the grant; ongoing obligations such as maintenance and licensing; related needs such as wiring, additional classroom space, transportation or other necessities; and the potential impact on district management or other necessities; and the potential impact on district management or other program sites.)
F. The district will seek to identify and screen grant applications that include internal competition (i.e., situations in which competition for the same outside resources could negatively impact all applications).
Formal board approval is required prior to submission of the application in the following instances:
A. The grant would include a new direction in terms of instructional practices, district goals, or district practices
B. The grant would include unusual carrying costs for the district, a large management obligation, or considerable extra time and resources
C. The money would include hidden costs (i.e., staffing, matching money, or other fiscal contributions not coming from regular, established budgets)
D. The grant would include an ongoing fiscal obligation for the district once the grant funds have been exhausted
E. The grant is new and valued at more than $5,000
Formal approval by the board of directors is not required again when reapplication is made for the same grant with the same basic services and delivery model.
When several grants from different sites within the district would be competing for the same dollars and only one application can be chosen, the Resource Development Committee will select one grant application for submission to the funding agency.
